A school bond consultant recently presented information to Huntington Beach City School District trustees on what is required to win voter approval of a bond issue. Ernesto Flores of Caldwell Flores Winters Inc., which handled Buena Park’s successful bond project, suggested the board determine and prioritize facility needs, develop a financing plan, identify local resources and conduct a survey. Flores said preparation would take about 18 months and estimated the cost for an effective campaign at $100,000 to $150,000. The district staff has estimated that facility needs range from $30 million to $40 million, but the needs have not been prioritized.
