More than 500 residents have signed a petition that would get the Safe and Healthy Communities Act on the March 2000 ballot. The measure would require the county to get a two-thirds vote from the public before building a new or expanded jail, passenger airport or noxious waste dump.

Phyllis Fish, a Laguna Woods resident who is co-chair of the initiative, said she hopes to get about 12,000 residents from the city to sign the petition by August. Information: (949) 859-1349.
