LAGUNA HILLS
The City Council voted Tuesday to go on record as opposing a bill that would prohibit new roads from being built in state parks without a two-thirds vote of the Legislature.
Councilman Joel Lautenschleger said the bill, SB1277, written by Sen. Tom Hayden (D-Santa Monica), would hurt South County’s chances of seeing the proposed Foothill South toll road become a reality and turn Interstate 5 into a parking lot within 20 years. Part of the toll road would pass through San Onofre State Beach near San Clemente. Lautenschleger also said the bill would undermine local land-use authority.
