SAN CLEMENTE
The City Council and the Planning Commission will hold a joint meeting tonight to define the term “village character,” as it is used to describe the city in its mission statement. City leaders originally discussed the concept in January, because its meaning will influence decisions about budgeting, city planning and tourism.
