Candidates File for Races in San Gabriel Valley

City Councilman Manuel Lozano has filed papers to run for mayor against incumbent Bette Lowes.

Lowes, who was elected in 1987 with a 10-vote margin, has clashed with Lozano, who was also elected two years ago.

Lozano has accused Lowes of triggering a district attorney’s office investigation into election fraud. The investigation turned up no evidence of misconduct.

Former City Clerk Linda Gair had alleged before the March 1997 election that Lozano’s brother turned in 37 absentee ballot applications that she believed were falsified. Lozano and his brother have denied the allegations.

In Azusa, Cristina Cruz-Madrid will face a challenge from former Mayor Stephen Alexander, whom she ousted from office two years ago. In El Monte, Mayor Patricia Wallach faces a challenge from City Clerk Rachel Montes.

In La Verne, Curt Morris must defend his seat against Earl Sounheim.
