Orange Park Acres activists opposed to the expansion of Salem Lutheran Church & School protested Tuesday when City Council members unanimously approved a consolidation of lots on the property.

A coalition of residents opposed to the expansion filed suit against the city in July, alleging that plans for a new parish center and classroom building at East Frank Lane and Santiago Canyon Road would adversely affect the community’s semirural, equestrian nature. Coalition members said approving the lot change was inappropriate while the issue was still in litigation, but City Atty. David De Berry countered that it was a simple administrative procedure.
