Councilwoman Ruby Netzley was appointed mayor and newly elected councilwoman Ingrid McGuire was named mayor pro tem at a special meeting of the City Council last week.
In addition, McGuire, new council member Wayne Rayfield and incumbent Harold Kaufman were sworn in.
