Court Rebuffs 20th Century on Proposition 103: The California Supreme Court has refused 20th Century Industries’ request to reconsider an Aug. 18 decision upholding Insurance Commissioner John Garamendi’s rules for enforcing Proposition 103. The court’s refusal to review its 7-0 ruling means that Woodland Hills-based 20th Century still owes $119 million in rebates to policyholders under the 1988 insurance rollback initiative. A spokesman said 20th Century has not decided whether to appeal its defeat to the U.S. Supreme Court and that it is continuing discussions with the Insurance Department about a possible settlement.
