With Mayor Frank Kessler deciding not to seek reelection, the deadline for filing candidacy papers for mayor has been extended until 5 p.m. Wednesday.

City Clerk Carolyn Morris said three candidates have so far filed papers: Councilman Bruce A. Broadwater, Al Snook, an insurance broker, and Kelly Sherwood, an engineering assistant. The mayor holds office for a two-year term.

Kessler said he has been frustrated with City Council members whose “egos have prevented this council to work together.”

He said that despite his objections, the council decided to withdraw from the California League of Cities, leaving the city “an island within a county with no interaction with other cities, and therefore no progress.”

“It is time for new faces with new ideas,” Kessler said. “It is time for a council that can put their political ambitions aside and start working for good government.”

Kessler, 65, was Garden Grove police chief for 13 years. He was elected to the council in 1988 and won as mayor in 1990. He was a police officer in Tucson, Ariz., for 20 years before his appointment as police chief in 1976.
