U.S. Questions British Airways-USAir Deal: The proposal by British Airways to buy a $750-million share of USAir raises questions of whether the sixth-largest U.S. airline would continue under the control of American citizens, the Transportation Department said. The department said the proposed deal, under which British Airways would acquire 44% of USAir’s common stock and a 21% voting interest, would result in changes in USAir’s operations, financial structure and management. The department set Dec. 11 as a final comment deadline. Transportation Secretary Andrew H. Card Jr. said he plans to make a decision on the matter by Dec. 24.
