MONEY ON TRIAL: The talk among judges countywide is less about cases and more about their budgets. Presiding Judge Donald E. Smallwood says he won’t get a better answer for several days, but that local court losses from state budget cuts will likely run in the multimillions. . . . Says Smallwood: “What the Legislature and the public do not seem to understand is that we can’t just stop doing business. We can’t stop having trials, hearing cases; we can’t stop anything, really.”
