A Member of Congress from San Francisco says the commander of the San Francisco Naval Base has been violating federal laws by campaigning to move the battleship Missouri’s home port from Long Beach to San Francisco. Rep. Barbara Boxer, a Democrat, says the laws prohibit military personnel from campaigning in local elections. She says Rear Adm. Robert L. Toney has been using taxpayer funds to campaign for local Proposition S, which would commit several million dollars in San Francisco Port Authority funds to improve docking facilities there. Toney denies the charge. Supporters say the move would create jobs; opponents say there is no guarantee of jobs.
