A former Santa Paula police officer has been charged with one misdemeanor count of brandishing a revolver at another motorist on Pacific Coast Highway in Malibu. Mark Palmer, 22, was fired last week as a result of allegations that he tailgated and then pointed his service revolver at Morgan MacDonald, 41, of Santa Barbara on July 30. Palmer, who was traced through the license plate number on his vehicle, is scheduled to surrender for arraignment Aug. 28 in Los Angeles Municipal Court.
