The attorney for retired Navy radioman Michael H. Allen, charged with spying for the Philippine government, declared at the opening of a San Diego court-martial that Allen actually was working undercover for Navy intelligence. Attorney Robert Seaman told the six-member military jury that his 54-year-old client was compromised in an investigation that was “a textbook example of how the U.S. government mismanages a valuable intelligence source.”
