Complaints by joggers, picnickers and neighbors prompted Chico park commissioners to call for an ordinance banning military maneuvers with weapons--even empty or mock ones--in the city’s rustic Bidwell Park. Park Director Bob Cantrell said members of the National Guard and ROTC cadets from nearby California State University, Chico, startled civilians while running through the 2,400-acre park’s trees with guns. Capt. Dan Moorer, ROTC director at the university, said he thought the commissioners overreacted.
