Clinton Names Ruff White House Counsel
From Times Staff and Wire Reports
President Clinton named former Watergate prosecutor Charles F. C. Ruff to replace Jack Quinn as White House counsel, the administration’s top legal trouble-shooter. Ruff will be the fifth person to assume the job.
