Moldova Vote Ends Commonwealth Ties
KISHINEV, Moldova — Moldova became the second former Soviet republic to leave the Commonwealth of Independent States when its Parliament failed to ratify membership in the alliance.
A ballot Wednesday was four votes shy of the two-thirds needed to ratify the December, 1991, treaty that created the Commonwealth, which was intended to succeed the Soviet Union.
Azerbaijan also has left the commonwealth, which now has nine members out of the original 15 Soviet republics. The remaining members are Russia, Kazakhstan, Ukraine, Belarus, Armenia, Uzbekistan, Turkmenistan, Kyrgyzstan and Tajikistan.
