AT&T; Complaint Targets Rival MCI: American Telephone & Telegraph Co. said it has asked the Federal Communications Commission to investigate rival MCI Communications Corp.’s deal to provide special cross-border phone services with Canada. AT&T; contends that the agreement between MCI and the Stentor consortium of Canada’s nine phone companies violates FCC rules by precluding AT&T; and other U.S. companies from competing in the same market. MCI accused AT&T; of trying to keep competitors out of the international market.
