Regulators Seek to Lift Brokers’ Licenses: Insurance Commissioner John Garamendi moved to revoke the licenses of insurance brokers Leo Patrick Goebel and Michael Butler, saying the two ran a phony health insurance program in Simi Valley that was the subject of about 500 consumer complaints over unpaid claims. The program was operated under several names, including Physicians Benefit Plan, Physicians Choice Plan, Golden State Preferred Trust and Unified Benefit Plan. Garamendi is also seeking revocation of the license of benefits administrator Robert Turell of Insurance Design Administrators, whom he accused of aiding the scheme.
