Smithsonian Names Aide

WASHINGTON — Constance B. Newman, one of the highest-ranking black women in the Bush Administration, has been named to the No. 2 job at the Smithsonian Institution. Newman, 56, who has led the Office of Personnel Management since 1989, was named Thursday to succeed Carmen Turner as undersecretary of the Smithsonian. Turner died of cancer last month.
