CIGAR TIME: Officials at the Ritz-Carlton hotel in Dana Point were delighted that Time magazine this week chose to feature the resort’s Cigar Smoker--an annual event started by its manager Henry S. Schielein, a cigar aficionado. The hotel people knew Time would be kind: it sent reporter James Willwerth, himself an avid cigar smoker. . . . Cigar smoking at the Ritz is the feature of its Library--only after 5 p.m., following afternoon tea.
