The Federal Reserve Bank of San Francisco has appointed E. Ronald Liggett head of its new Northern region, which includes the Portland, Seattle and Salt Lake City branch offices. Liggett, currently senior vice president in charge of the Salt Lake City branch, will be based in Portland, where the regional office will be based. Succeeding Liggett, 58, in Salt Lake City will be Andrea P. Wolcott, 42, assistant vice president of cash operations and financial services at the branch. Leslie R. Watters, 43, now assistant vice president of custody services, with responsibility for cash operations, securities services and protection services at the Portland branch, will succeed Angelo S. Carella, who retires April 30 as senior vice president in charge.
