Mattel Inc., El Segundo, has promoted Robert A. K. Welch, 52, to senior vice president-human resources from vice president-human resources. Richard E. Molyneux was named senior vice president-technology and Larry J. Morgan senior vice president for Far East operations. Molyneux, 44, was manager-advanced manufacturing engineering for TV Americas at Thomson Consumer Electronics. Morgan, 44, was vice president-manufacturing for the Life Fitness division of Bally Manufacturing Corp.
