Resolution Trust Corp., the federal conservators of the failed savings and loans, will deliver its inventory of real estate and other assets to Congress by Jan. 1. Public comment on RTC’s recovery plan, including disposition of the real estate, will be accepted until early December. RTC plans to soon release guidelines for all contractors to RTC. Anthony Scalzi, western regional director, plans to open an RTC field office somewhere in Orange County early next year.
