Dukakis has used constitutionality as the justification for his veto of the bill requiring teachers to lead the Pledge of Allegiance in the classroom.
He must not have been nearly as concerned about the constitutionality of his actions when he tried to keep members of the Massachusetts National Guard from being sent to Central America. The Constitution is very clear about the President being the “Commander-in-Chief of the Army and Navy of the United States and of the militia of the several States.”
