A federal commission composed of health and insurance experts predicted a national crisis in financing long-term health care for the elderly, a published report said. Most policies do not cover nursing homes, home health care and other long-term care. In a confidential draft of its final report, the panel said the government should provide tax incentives to encourage creation of insurance covering such care, the New York Times reported. The report recommends permitting workers to withdraw money from pension plans and individual retirement accounts to pay for long-term care insurance.
