A weeklong Soviet offensive against Muslim rebels near Kabul--the largest since the 1979 invasion of Afghanistan--caused heavy casualties and widespread destruction, according to Western diplomats. The operation, which began Aug. 8, consisted of artillery, rocket and aerial bombardment of rebel areas, said the diplomats, who asked not to be identified. Meanwhile, the official Soviet news agency Tass alleged that the Reagan Administration has carried out secret training of Afghan rebels in the Nevada desert near Las Vegas.
