Congress has approved legislation to build a massive $362-million office complex along Pennsylvania Avenue that will be the nation’s second largest federal building, second to the Pentagon. The building will complete development of the so-called Federal Triangle created 60 years ago. It will contain an International Cultural and Trade Center. Most of the new building’s 2 million square feet will be used to house parts of the departments of Justice, State and Treasury. The trade center will provide space for foreign missions, international, state and local agencies concerned with trade and government-sponsored groups supporting cultural exchange. The measure was sent to President Reagan.
