MEXICO CITY — Foreign and domestic telephone service, severely damaged in September’s earthquake, is almost fully restored, Communications Minister Daniel Diaz Diaz reported. Three percent of telephone lines remain out of service but are to be repaired by March, Diaz said in an interview in Thursday’s edition of the government newspaper El Nacional.
