The Region : Landlord to Face 18 Criminal Charges

A Venice landlord who allegedly had a health inspector’s car removed by a private towing company as the landlord’s three-story apartment building was being inspected was arrested on 18 criminal charges involving alleged slum conditions, authorities said. Charles Carriere, 41, who resides in the building at 906 Pacific Ave., was released on his own recognizance and ordered to appear in court on Jan. 23 for arraignment, the city attorney’s office said. He is charged with health, building and safety code violations in the 17-unit building--including broken windows, cracked sinks, overloaded electrical outlets and an open sewer outlet. Carrier also was charged with obstructing and delaying a health inspector. If convicted, he faces a maximum term of six months in jail and a $1,000 fine on each count, authorities said.
