Here are some of the items the commission considered Monday:

INSIDE CITY HALL

THEATER AND ARTS DISTRICT PLAN

The commission was set to approve the Theater and Arts District

Plan, which would allow businesses in the district to make upgrades

such as public right-of-way improvements, private improvements and

special events.

The district includes the area east of Bristol Street, north of

the San Diego Freeway, west of Avenue of the Arts and south of

Sunflower Avenue. Landowners in the district are required to create

the plan as part of their development agreements. Those landowners

are the Orange County Performing Arts Center, South Coast Repertory,

CommonWealth Partners and South Coast Plaza.

The first draft of the plan was submitted in January, and the

second draft in March. The applicants and staff met Sept. 16 to

discuss revisions to the draft plan and establish a schedule for

completing the final Theater Arts District Plan.

WHAT HAPPENED

The commission continued the item to its Nov. 10 meeting, as

recommended by staff.

TOWN CENTER DRIVE MASTER PLAN

The commission was asked to approve the Town Center Drive Master

Plan, a conceptual plan for the future improvement of the portion of

Town Center Drive between Park Center Drive and Avenue of the Arts as

a pedestrian-oriented public plaza linking the major arts venues

within the South Coast Plaza Town Center Theater Arts District.

The applicants for the Town Center Drive Master Plan are the

Orange County Performing Arts Center, South Coast Repertory and C.J.

Segerstrom & Sons.

WHAT HAPPENED

The commission continued the item to its Nov. 10 meeting, as

recommended by staff.

The commission was set to consider a request from Tim DeCinces,

representing Ella Brown, to construct a two-story, five-unit

common-interest development at 2441 Elden Ave. with exceptions for

things such as parking and open-space requirements.

WHAT HAPPENED

The commission continued the item to its Oct. 13 meeting, as
