Costa Mesa Planning Commission preview
ELDER-CARE FACILITY
The Costa Mesa Planning Commission is expected to vote tonight on a
14-bed residential care facility for the elderly within a former
apartment complex on the south side of Center Street between Pomona and
Anaheim avenues.
The applicant, Mesa Verde Convalescent Hospital Inc., is requesting a
conditional-use permit to legalize an existing residential care facility
that has been operating since 1986.
What to expect: City staff members have recommended approval of the
request. In a report, they conclude that the facility has been operating
successfully since 1986 and has had no negative effects on neighbors.
TOWN CENTER EXPANSION
Commissioners will hold a public hearing on a proposed expansion plan
for South Coast Plaza Town Center to include a cultural arts center.
The project, which would be developed by C.J. Segerstrom & Sons,
Orange County Performing Arts Center and Commonwealth Partners LLC, calls
for changes in the city’s general plan as well as the Town Center master
plan.
What to expect: City staff members have recommended that commissioners
accept public comment on the project’s environmental impact report and
vote on the issue Oct. 23.
CHAIN-LINK FENCING
Commissioners will vote whether to allow a chain-link fence along
Baker Street and Mesa Verde Drive on property that belongs to Prince of
Peace Lutheran Church.
The fence was installed within three months after the city code was
modified to prohibit chain-link fences adjacent to public rights of way,
except in areas zoned residential.
What to expect: City staff members have recommended that commissioners
deny the request and ask the church to remove the fence within 30 days of
Planning Commission action. A city report states the fence is
incompatible with the surrounding area.
