Authorities are asking for the public’s help to determine who wound chicken wire around the neck of a little dog in Oceanside, cutting its flesh to the bone.

The 4-year-old female spaniel was found Dec. 22 near a plant nursery on North River Road in eastern Oceanside by a woman who immediately called police, San Diego Humane Society officials said Wednesday.

The chicken wire was deeply embedded in the dog’s skin, and had been there for “a long duration,†said Steve MacKinnon, the agency’s chief of humane law enforcement. The dog was being treated for its wounds.
