Highlights of the budget agreement between Democratic leaders and Gov. Jerry Brown:
•Assumes $4-billion revenue surge
•If revenue falls short, cuts schools by $1.5 billion, equal to shortening the school year seven days
•Increases vehicle registration fees by $12
•Requires online retailers such as Amazon.com to collect state sales tax
•Creates a $150 charge for homeowners in high-risk fire areas
•Postpones $300 million in construction of court buildings
