Capital gains: A Sept. 19 Op-Ed explaining the finances among Mitt Romney’s 47% who “feel entitled” said that capital gains were taxed at the same rate as personal income tax, up to 35% or more, a decade ago, and that George W. Bush lowered them to 15% in 2003. A decade ago, and when Bush lowered them, capital gains taxes were at 20%, not the rate of the personal income tax.
