Pay-at-the-pump insurance is best

Regarding the July 15 story on a new car insurance plan (“Pay-as-you-drive policies gaining mileage in state”): I think it is a great idea and would save money for many drivers, provide for a fairer way for drivers to be covered and result in fewer miles driven.

I am a bit worried about how the insurance companies would track the miles, however. Another alternative that was on the California ballot several years ago -- pay at the pump -- would be the best approach. Everyone in California would be covered by automobile insurance, and the premium would be based upon usage.
