LAPD develops rules to combat racial profiling

The Police Department has developed rules for investigating racial profiling complaints against officers to address issues raised by the U.S. Justice Department and LAPD inspector general during a review of previous probes, officials said Friday.
The new guidelines include a checklist to ensure that officers are asked whether they knew the race of the motorist before making the traffic stop and whether race was a factor in the decision to pull over the motorist.
The aim of the rules is “to expand the quality of racial profiling investigations,” Police Chief Chief William J. Bratton wrote in a report.
