2 Blasts Wound 26, Cause Power Outage

Two bomb blasts wounded at least 26 people and knocked out power in the southern town of Zamboanga City, authorities said.
One homemade bomb went off under a parked van, police said, and the other struck an inn atop a restaurant, Mayor Celso Lobregat said. Police had no immediate leads on who was responsible.
Col. Edgardo Gidaya said he suspected a room at the inn might have been used as a bomb factory.
