* Southern California Gas Co. said winter heating bills would be bigger than expected because of higher natural gas costs, with the typical residential bill rising to $80 to $90 a month this winter, compared with $67 a month last winter. The Los Angeles utility previously had predicted that monthly winter bills would average $78 to $82.
