A controversy lasting almost 30 years at a houseboat marina came to an end Thursday when a regulatory agency approved plans for 38 new berths.

The Bay Conservation and Development Commission unanimously approved expanding the 245-berth Waldo Point Harbor to provide space for Gates Cooperative residents who have been illegally moored in the marina for years.

Members of the counterculture group endured arrests, eviction threats and lawsuits but refused to leave their homes.
