Kordell Stewart will start at quarterback Sunday for the Chicago Bears against the Arizona Cardinals in place of Chris Chandler.

Chandler’s sore right shoulder, which forced him out of last Sunday’s 19-10 victory at Denver, made it nearly impossible for him to throw all week. After Chandler threw only a few short passes during Friday’s practice, Coach Dick Jauron made the change.

Chandler will be the third quarterback, behind rookie Rex Grossman. Stewart started the season but was replaced by Chandler after the Bears went 1-4. Since then they are 3-3.

Minnesota Viking receiver Randy Moss was fined $5,000 by the NFL for spiking a ball at the foot of Detroit cornerback Dre’ Bly during last Sunday’s game.

Moss was penalized 15 yards for unsportsmanlike conduct on the play during the Vikings’ 24-14 victory. Defensive end Kenny Mixon also was fined $5,000 for roughing Lion quarterback Joey Harrington.

Viking Coach Mike Tice defended Moss this week, saying it was a bad penalty. Tice said Moss told him that he didn’t know Bly, who pushed Moss hard out of bounds, was behind him.

Tony Banks will make his second consecutive start for the Houston Texans on Sunday against the Atlanta Falcons in place of David Carr, who has a sprained right shoulder. Coach Dom Capers said that Carr either will serve as the emergency quarterback or, if his shoulder continues to improve, will be Banks’ backup.

Tennessee Titan quarterback Steve McNair’s injured right calf is improving, but his status for Monday night’s game against the New York Jets is very much in question. On Friday, McNair worked with trainers, then took some five-step drops on the sidelines, making only a few throws.... Cornerback Jamar Fletcher of the Miami Dolphins could be sidelined the rest of the season after breaking his arm during Thursday’s 40-21 victory over the Dallas Cowboys. Coach Dave Wannstedt did not say which arm Fletcher broke or how long he would be sidelined.
