Government Proposes Peace Plan to Rebels

Angola has extended an olive branch to UNITA rebels it has fought for decades, offering an immediate cease-fire, a blanket amnesty and a plan to rebuild lives of ex-soldiers and displaced people.
Hoping to capitalize on the death of UNITA leader Jonas Savimbi, the government said late Wednesday that it would cease military activity at midnight that day.
In Lisbon, UNITA, the National Union for the Total Independence of Angola, said it would study the offer.
