Gas Station Hit With Complaint Over Waste

The Ventura County district attorney’s office has filed a civil complaint against the owner of a Thousand Oaks gas station and its environmental advisor for allegedly transporting and storing hazardous waste.
The complaint contends that Summit Energy Corp. and its advisor, Finn Moller, also violated state law by transporting hazardous waste and waste oil without a uniform hazardous waste manifest.
According to the complaint, Summit was cited by county inspectors July 14, 1999, for unlawfully storing the waste and oil at its gas station in the 1200 block of East Thousand Oaks Boulevard. The hazardous materials were being stored in unlabeled drums, with open tops, and in a plastic trash can, according to prosecutors.
Moller allegedly directed a Summit maintenance worker to transport the hazardous waste from Thousand Oaks to Los Angeles County in an open-top trailer, prosecutors said. The hazardous waste ultimately was taken to a facility in Long Beach for proper disposal, officials said. Prosecutors are seeking a permanent injunction and civil penalties.
