Legal License

Assemblyman Gil Cedillo (D-Los Angeles) promises to fix any problems with his bill allowing noncitizens to obtain California driver’s licenses (Oct. 25). He claims that he wants to allow everyone to obtain auto insurance, a worthy goal, not to allow noncitizens to pretend to be citizens or legal residents.
Here’s a modest suggestion: Add an inconspicuous marking to the license if the applicant did not prove legal, permanent residence.
Authorities will then know to ask for further documentation before assuming that the license holder is a legal California resident.
