Employer Benefit Names Chief Exec

Employer Benefit Services, an Irvine administrator of large-group employee benefits, said Wednesday it has hired Richard Badger as its chief executive and that founder James P. Clarke has assumed the role of chief operating officer.
Badger previously was president and chief executive of PacifiCare of California, the major division of PacifiCare Health Systems Inc. in Santa Ana.
