The City Council on Monday will consider withdrawing from the Orange County Regional Airport Authority, an alliance that promotes the proposed El Toro airport, and joining the El Toro Reuse Planning Authority, which favors developing the former Marine base into homes, offices, parks and cultural sites. On Jan. 17, the City Council voted 3 to 2 to support Measure F, an initiative on the March 7 ballot that would require a countywide vote before planning could proceed for airport projects, hazardous-waste landfills, and large jails that would be within a half-mile of homes.
