The City Council will decide tonight whether to negotiate exclusively with the Festival of Arts to relocate the 67-year-old Laguna Beach institution to San Clemente. If the festival organizers’ request is approved, the city would formally negotiate with the festival for a 90-day period. During that time, the festival board would agree not to discuss a long-term lease with any other city, including its home city of Laguna Beach. The meeting begins at 7 tonight in the council chambers at San Clemente Civic Center, 100 Avenida Presidio.
