* The average price of self-service regular gasoline in California fell for the fifth consecutive week, dropping about 3 cents to $1.696 a gallon, the Energy Information Administration said. The agency’s weekly survey of 800 gasoline stations found that the national average price for self-serve regular gasoline was $1.437 a gallon, down nearly a penny.
