Sullivan to Chair Annexation Board
The Local Agency Formation Commission on Wednesday unanimously elected Santa Paula City Councilwoman Robin Sullivan as chairman.
The seven-member commission also unanimously appointed John Rush of the Camarillo Healthcare District as vice chairman. Sullivan and Rush will begin their one-year terms May 1.
LAFCO members review city requests to expand borders and are charged with seeing that expansion is orderly. The commission also ensures that services can be efficiently provided and that farmland and open space are preserved in a logical way.
The commission voted 4 to 3 in February to approve Santa Paula’s request to expand its sphere of influence, the boundary it expects to grow over the next two decades, by 7,737 acres. The expansion includes Adams and Fagan canyons northwest of the city, an area targeted for construction of luxury homes.
Although no construction can take place until the city receives LAFCO’s permission to annex the land, slow-growth proponents have launched a drive to head off any growth with a November initiative.
