State Supt. of Public Instruction Delaine Eastin will speak Saturday at the 35th annual Orange County Reading Assn. fall conference. The conference will include workshops on reading, phonics, literature and online resources, and begins at 8:45 a.m. at Santa Ana College, 1530 W. 17th St.
